The crisis began when American spy planes photographed the missile sites being built in Cuba. The American president and his advisers were alarmed, because nuclear missiles so close to the United States could strike American cities with little warning. They felt they could not allow the missiles to stay. But they also knew that any action they took risked starting a war with the Soviet Union, and because both sides had nuclear weapons, that could mean a nuclear war that would destroy both countries.
